While the Division wrestles with the Romulan delegation, the Oroville is dispatched to  what appears to be a routine supply run to a nearby colony. However, they find a colony living in fear after repeated pirate raids. Supplies are scarce and the colonists reluctant to talk. As the crew investigates, rumors of smugglers and protection payments point to something much larger.
